Greetings Brothers and Sisters,

Please ensure to read this communication very carefully.


Just like June and October, this communication is for the NEW bidding process throughout the Palmdale facility.  

There are six (6) possible bid actions that an employee can place as part of the new bid process.

  • (3) Promotions or Laterals or Downgrades

  • (1) Shift Transfer

  • (1) Interest Bid

  • (1) Employee Preference Transfer (Same Classification, New Department)

Section 8, Promotions and Laterals: Bids will become null and void one (1) year after the closing of the bid periods. Bids placed for subsequent bid periods will automatically cancel all previous requests.

For Example: If you have current bids in the system as of December 1, 2023, and you DO NOT want to make any changes, you have no further action. If you make ANY CHANGES to any of your December 1, 2023 bids in the new February bid cycle, all your previous bids will be removed from the system, and will need to re-bid for all desired positions again.

 

1. Promotions, Laterals, and Downgrades

(Employees may place up to 3 total bids):

For all employees interested in promotions, laterals, and/or downgrades, review the below process and be sure to bid in HR Voice (866-371-1323) during the current bid period (February 1st through February 21st).   

In order to be eligible to bid for a promotion, lateral, or downgrade employees MUST complete A and either B and/or C:

A.     Submit an *updated* resume to hr.services.fc-aero@lmco.com prior to the conclusion of the bid period (October 21, 2023).  Employees must submit their resume electronically to the e-mail address provided in order to be considered. 

  • NOTE:  This resume must show your qualifications for the position you are bidding for based on the basic qualifications listed on the Job Description.  Job descriptions can be found on the Labor Relations website(https://palm-emp-relations.us.lmco.com/job-descriptions/). Please ensure your resume reflects your experience for all positions if you are placing up to three (3) bids.

B.      Place a bid for the 4-digit job code for Promotion or Lateral in HR VOICE* (866-371-1323). 

  • NOTE: An HR Voice Guide is listed at the bottom of this page

C.      Place a bid for the 4-digit job code for Downgrade using the provided form.

  • LMCareers applications to an open requisition for a represented classification, or bids placed via e-mail (or any other mechanism besides HR Voice or the provided form) will not be accepted.

  • NOTE: Employees in Trainee classifications are not eligible to bid on promotions to the next level of their classification. Example: An RP4070 (Fab and Structure Development Mechanic Associate Trainee) is not eligible to bid on an RP4071 (Fab and Structures Development Mechanic Trainee).

Per all trainee job descriptions, the following language applies:

  • A satisfactory assessment by the Company of the employee’s performance will qualify the employee for an upgrade.

Employees shall be considered by the Company in the following order:

  1. An active request for promotion on file with the Company within their current Job Family.  Where ability skill and efficiency are substantially equal, preference shall be given to the most senior qualified employee.

  2. An active request for lateral, or lower rated job on file with the Company within their current Job Family.  Where ability skill and efficiency are substantially equal, preference shall be given to the most senior qualified employee.

  3. An active request for promotion on file outside of an employee’s current Job Family.  Where ability skill and efficiency are substantially equal, preference shall be given to the most senior qualified employee.

  4. An active request for lateral, or lower rated job on file outside of an employee’s current Job Family.  Where ability skill and efficiency are substantially equal, preference shall be given to the most senior qualified employee.

*Note:  Job Families can be found in Supplement A of the current Collective Bargaining Agreement (CBA)

 

2. Shift Transfer

(Within the same classification and department for placement into openings within the department):

  • During the bid periods, an employee may submit a request (on the attached form) to be considered for a departmental shift transfer within the same classification and department.

  • Preference will be given by seniority to those departmental employees with an active shift transfer on file when an opening occurs within a department.

  • Employees will be granted the shift request, as openings occur, provided this move does not imbalance an adequate workforce.

 

3. Interest Bid

(To a classification of Interest in which training is required in order to qualify):

  • Employees may also have the opportunity to place one (1) interest bid (using attached form) for positions in any classification in which training is required in order to qualify.

  • The Company may consider Interest bids for employee growth by providing training opportunities at the sole discretion of the Company and based on operational need.

  • Seniority will be the determining factor for interest bids in placing employees in training opportunities.

  • These assignments will not be considered permanent assignments, temporary assignments (Article 11 Section 10), or previously held classifications.  

 For interest bids, applicants shall be considered by the Company in the following order:

  1. An active interest bid for a higher rated classification on file with the Company within their current Job Family. Preference shall be given to the most senior employee when an interest bid opportunity becomes available.

  2. An active interest bid for a lateral, or lower rated job on file with the Company within their current Job Family. Preference shall be given to the most senior employee when an interest bid opportunity becomes available.

  3. An active interest bid for higher rated classification on file with the Company outside of an employee’s current Job Family. Preference shall be given to the most senior employee when an interest bid opportunity becomes available.

  4. An active interest bid for a lateral, or lower rated job on file with the Company outside of an employee’s current Job Family. Preference shall be given to the most senior employee.

 

4. Employee Preference Transfer Request within the same classification:

  • Employees may submit a request (on the attached form) to move between the following 3 areas:

    • ADP

    • Fabrication and Tooling

    • U-2

  • Employee Preference Transfer Requests (program to program) within the same classification are not guaranteed, even when there are available openings.  Preference transfers will ONLY be considered when TDY employees from other sites are active in Palmdale (please see all criteria listed in Article 3 Section 2 (Subsection C)). 

 

Below are general guidelines and notes for the bidding process:

  1. Qualifications will be reviewed by the Company and the list of qualified employees will become effective on April 1st, 2023 (employees may be moved earlier based on operational need ONLY after all employees have been reviewed).

  2. Employees will be given a personalized answer setting forth the reasons for their being considered not qualified (employees will also receive a notification if qualified).

  3. Bids will become null and void one (1) year after the closing of the bid periods. Any new bids placed for subsequent bid periods will automatically cancel ALL previous requests. Bid periods will occur three (3) times per year (February, June, and October).

  4. Employees who are deemed unqualified for a position will be ineligible to bid for that classification for one (1) calendar year and must provide the Company (stated above that they will be reviewed) (electronically) of a change in qualifications for future consideration to that classification.

  5. Employees selected to a new job classification are ineligible to bid for a minimum of one (1) calendar year from the date of entry into the new job classification.

  6. Employees who have not acquired seniority rights shall not be permitted to bid.

For job changes with qualification training or testing:

  • Employees who decline a position or decline an offer for training/testing prior to selection into the requested classification will be ineligible to re-bid for that classification for one (1) year

  • Employees who complete training or testing after selection into the requested classification, and then subsequently decline, will be ineligible to re-bid for that classification for two (2) years.

 

*Note:  In the event of a conflict between the above bulletin and the CBA, the CBA provisions shall prevail.

 

HR Voice Guide

HR Voice Telephone Number – (866) 371-1323

After you hear the welcome message, you will be prompted to enter your LMPeople number. After entering your LMPeople number, Press 1 if the number you entered is correct or 2 if incorrect.

If all is correct, you will be welcomed by the Palmdale HR Voice System

The Menu is divided into four (4) Main Menu headings:

  1. Placement Requests

  2. Recall Status

  3. Absence Reporting

  4. Benefits, Pension, or Employment verification call 1(866) 562-2363

You will press 1 to proceed to place a bid.

Submenu for Option 1 - Placement Requests:

  • To review a Placement Request, Press 1

  • To add a Placement Request, Press 2

  • To change a Placement Request, Press 3

  • To renew a Placement Request, Press 4

  • To cancel a Placement Request, Press 5

  • To return to the previous menu, Press #

Pressing 2 is how you will place a new bid for a new classification.

Next, you must know the job code you are submitting a request for. You can obtain the job codes from your CBA, or access the “Job Description” section of the Labor Relations Web site (https://palm-emp-relations.us.lmco.com/job-descriptions/), or by clicking the button below.

After you input the Job Code, you will enter your desired location via the key-pad. You may select a single location option or select multiple options. Using the information below, if you wanted to select locations “Plant 10” and “Site 7”, you will key in 6,7,#. If you want to select locations “Site 2”, “Site 7” and “Site 8”, you will key in 4,7,8,#.

Placement Location Options

  • All locations, no Field Service = press 1

  • All locations, including Field Service = press 2

  • Helendale = press 3

  • Site 2 = press 4

  • Rye Canyon = press 5

  • Plant 10 = press 6

  • Site 7 = press 7

  • Site 8 = press 8

  • Field Service = press 9

Lastly, you will enter your desired shift via the key-pad. You may select a single shift option or select multiple options. Using the information below, if you wanted to select shift “Swing” and “Graveyard”, you will key in 3,4,#.

Shift Options

  • Any Shift = press 1

  • Day Shift = press 2

  • Swing Shift = press 3

  • Graveyard Shift = press 4

After you enter you desired shift(s), the system will verify your placement request and prompt you to confirm by pressing 1 or to cancel the request by pressing 2. Once you confirm or cancel your placement request the system will restart and you can continue with your next request.
